A close fitting neoprene is popular because they stay put, don't bunch up, and provide a little extra padding when sitting on a hard seat. Neoprene is also easy to swim in, providing a little extra buoyancy. These will also be the warmest once you hop back in your boat after a swim.
Fleece or fleece-linings will be the most comfortable in a larger range of temperatures. Because fleece wicks moisture, they will keep you warm when wet, and wick away sweat when it's hot. However neoprene will still outperform fleece for warmth if you plan on getting totally soaked.
